Russia reports that more than 422,000 people signed military service contracts in 2025, with thousands more joining as volunteers, according to official data.

More than 422,000 people signed contracts for military service in Russia by the end of 2025, according to Dmitry Medvedev, Deputy Chairman of the Russian Security Council. He disclosed the figures during a meeting focused on staffing units of unmanned systems troops.

Medvedev said the recruitment target set by the Supreme Commander-in-Chief had been met in full. Based on finalized data, 422,704 individuals entered military service under contract over the year. In addition to this number, he noted that another 32,000 people chose to serve as volunteers in 2025, also formalizing their participation through contracts.

Earlier, in August 2025, Defense Minister Andrei Belousov announced an increase in planned recruitment benchmarks for contract-based military service, signaling a further expansion of enlistment goals.
