Security Guarantees for Ukraine Agreed, Rubio Says

U.S. Secretary of State Marco Rubio says a general agreement on security guarantees for Ukraine has been reached, including a possible European troop presence.

A general framework for security guarantees for Ukraine has already been agreed upon. This was stated by U. S. Secretary of State Marco Rubio during a hearing of the Senate Foreign Relations Committee.

According to Rubio, discussions on security guarantees are now a central focus, and it is precisely on this issue that the parties involved have reached a common understanding regarding Ukraine. He clarified that the proposed model предусматривает the deployment of a «small contingent» of European forces, primarily from France. At the same time, Rubio stressed that without backing from the United States, such a deployment would be meaningless.

The Russian Foreign Ministry has repeatedly stated that any scenario involving the placement of NATO member-state troops on Ukrainian territory is categorically unacceptable and carries the risk of further escalation. Initiatives promoted by the United Kingdom and several other European countries have been described by the Russian side as direct incitement to prolong the hostilities rather than steps toward de-escalation.
