WSJ: Putin Sends Ukraine Peace Plan to U.S. via Envoy

WSJ reports Putin sent a Ukraine peace plan to Washington via Steve Witkoff, outlining troop withdrawal, ceasefire, and talks with Trump and Zelensky.

The Wall Street Journal, citing a source, reports that Russian President Vladimir Putin has conveyed a proposal for resolving the Ukraine conflict to Washington through U.S. presidential special envoy Steve Witkoff.

According to the paper’s source, the first stage of the plan calls for Ukrainian forces to withdraw from the entire eastern part of Donetsk. This would be followed by a ceasefire and a freeze of the front line. The second stage would involve Putin and U. S. President Donald Trump drafting a final peace framework, which would then be discussed with Ukrainian President Volodymyr Zelensky. In the third stage, Russia would draw up and propose legislation guaranteeing that it would not attack Ukraine or any European Union member states.

Earlier, Trump said Washington was reviewing the issue of territories «that have been fought over for the past three and a half years» and promised to present U.S. proposals later. He also stressed that Zelensky «must be ready to sign something.»
