Russia to Use Digital Draft Notices in Autumn 2025 Conscription

From October 1, 2025, Russia will notify conscripts via digital summons on Gosuslugi, with new restrictions for those ignoring draft orders and unchanged 12-month service.
During the upcoming autumn draft of 2025, Russian citizens will be notified of conscription not only through traditional means but also via electronic summons. Notifications will automatically appear in a citizen’s personal account on the Gosuslugi portal, Deputy Chief of the General Staff’s Organizational and Mobilization Directorate Vladimir Tsymlansky announced at a briefing.
If a conscript fails to report to a military commissariat within 20 days of the summons being issued, temporary restrictions will be imposed. These include bans on receiving loans, registering or operating a vehicle, handling property transactions, and registering as an individual entrepreneur or self-employed worker.
Another new feature of this draft cycle is that conscription decisions will remain valid for an entire year. Tsymlansky clarified that if someone is called up but not sent to service during the current campaign, he will be dispatched during the following one.
The length of service remains unchanged at 12 months. Tsymlansky stressed that conscripts will not be deployed to the zone of Russia’s special military operation in Ukraine. Those who complete their service will be discharged on time and returned to their place of residence.
The draft will run from October 1 to December 31, covering men aged 18 to 30. The upper age limit was raised from 27 to 30 in 2023. The exact number of conscripts will be set by a presidential decree closer to the start date. In 2024, 133,000 men were drafted into the army.
The law allowing electronic summons was signed by President Vladimir Putin in April 2023. A digital draft notice is considered delivered seven days after it appears in the registry, regardless of whether the recipient has read it. From that moment, restrictions come into force, including a ban on leaving the country. These measures are lifted only after the individual reports in person to a commissariat.
