Ukrainian general links Russian advances in Kursk Region to fiber-optic drones and increased UAV strikes, noting no decisive shift in the conflict.
Advances by Russian forces in the border areas of Kursk Region have been driven in part by the extensive use of drones controlled via fiber-optic cables, according to Pavel Palisa, deputy head of the office of the President of Ukraine and a brigadier general.
Palisa said Ukrainian military analysts, reviewing developments in Kursk Region in 2025, identified two key factors behind Russia’s progress. They observed a clear advantage in the deployment of fiber-optic-guided drones, as well as a sharp increase in the use of strike UAVs during the first half of the year.
At the same time, he noted that neither side currently has the conditions needed to achieve a decisive turning point in the conflict.
Palisa also described the plans of the Russian command as ambitious, pointing out that Moscow’s primary focus remains on Donbass. However, he added that under favorable conditions, Russian forces could broaden their offensive to include Zaporozhye Region and northern areas of Ukraine, where efforts are underway to establish a buffer zone.
