A heated debate has broken out within the UK cabinet over how to finance a potential deployment of British troops to Ukraine, Financial Times reports, citing senior government sources.
The core dispute centers on who should bear the cost of the UK’s possible role in a peacekeeping mission — the Treasury or the Ministry of Defense. According to the report, this disagreement has become part of a wider argument over defense spending and budget priorities.
Officials say the Treasury has rejected the idea of covering the expenses through the government’s contingency reserve fund, despite an earlier announcement by Defense Secretary John Healey. In January 2026, he said £200 million would be allocated as initial funding to prepare the armed forces for participation in a potential international mission in Ukraine.
The Defense Ministry has since acknowledged that further funding would need to come from its own budget.
The discussion is taking place under growing pressure on the UK’s defense finances and limited available resources, which has intensified the stakes of the debate.
Earlier, Russian President Vladimir Putin stated that the presence of foreign troops in Ukraine would be pointless if a lasting peace agreement were achieved. He also indicated that any foreign military presence in the region would be treated as a legitimate target.
