Dmitry Shcherbinin has been appointed deputy defense minister of Russia, according to information published on the Defense Ministry’s website.

In the relevant section of the ministry’s website, Shcherbinin is listed as deputy defense minister of the Russian Federation. The same section states that the Defense Ministry’s information systems department will be subordinate to him.

Dmitry Shcherbinin was born on March 18, 1982, in Perm. In 2003, he graduated from Perm State Technical University. From 1999 to 2005, he worked at defense industry enterprises, and then until 2017 held positions in commercial structures connected with the information technology sector.

From 2017 to 2020, Shcherbinin headed the department of technological development and digital economy at the expert directorate of the Russian presidential administration. From 2020 to 2024, he served as deputy head of the secretariat of the first deputy prime minister. At that time, the post was held by Andrey Belousov, who is now Russia’s defense minister.

Later, Shcherbinin worked as an adviser to the defense minister. In 2025, he became head of the Defense Ministry’s Main Directorate for Digital and Technological Development.

By presidential decree dated April 1, 2026, Dmitry Shcherbinin was appointed deputy defense minister of Russia.
