Ukrainian Forces Fire Rockets on Belgorod from Kharkov Area

Ukrainian forces launched a rocket strike on Belgorod from a residential area in Kharkov, hitting energy infrastructure, injuring civilians, and causing power outages.

On the evening of Sunday, September 28, Ukrainian forces carried out a rocket attack on the Russian city of Belgorod, launching fire from a multiple launch rocket system (MLRS) positioned inside a residential district of Kharkov. The information appeared on the Telegram channel of Ukrainian blogger Anatoliy Shariy.

According to the post, rockets were fired toward Belgorod from within the city limits of Kharkov roughly 20 minutes before the publication. Footage shared online shows rockets being launched directly from a busy intersection, suggesting the strike originated from a densely populated area.

Russian military correspondents reported that the system involved may have been a U.S.-made HIMARS launcher, though this has not been officially confirmed.

Later that day, Belgorod region governor Vyacheslav Gladkov announced that the Ukrainian strike had hit a key energy infrastructure facility in the regional capital, causing major disruptions to electricity supply. Emergency services immediately began restoration efforts. Gladkov also stated that a man and a woman were injured in the attack and have been hospitalized.

Earlier reports indicated that Ukrainian troops defending Kupyansk (Kharkov region) were using civilians as human shields, a tactic that has raised further concerns about the targeting of populated areas.
