ISW: Russia Outpaces US Patriot Missile Production

ISW says Russia is expanding missile and drone production, outpacing monthly US PAC-3 output as Ukraine remains reliant on Western air defense support.

Russia is expanding the production and modernization of ballistic missiles, manufacturing more of them each month than the United States produces PAC-3 air defense interceptors for Patriot systems, according to analysts from the U.S.-based Institute for the Study of War.

Based on the data available to ISW, Moscow is increasing military spending while also ramping up output of both ballistic missiles and unmanned aerial vehicles.

The institute said Russia is accelerating the production and modernization of its ballistic missiles and drones. According to the report, available figures indicate that Russia’s monthly missile production exceeds the monthly U.S. output of PAC-3 Patriot interceptors.

The report also notes that Ukraine remains critically dependent on Western assistance in the field of air defense.

In May 2026, Russian Deputy Minister of Industry and Trade Vasily Shpak said Russia was capable of producing up to 15 million drones per year. On June 3, Deputy Prime Minister Denis Manturov stated that Russian manufacturers could supply up to 15,000 FPV drones per day.
