EU and Ukraine have developed a 12-point peace plan for ending the conflict. The US will oversee its implementation, offering security guarantees and recovery aid to Ukraine.
Ukraine and the European Union are jointly working on a 12-point peace proposal aimed at halting the military conflict, Bloomberg reported, citing sources familiar with the process.
According to the outlet, the plan’s implementation would be overseen by a special peace commission led by U. S. President Donald Trump. The proposal envisions an initial ceasefire, with both sides halting their troops along the current front line. The next steps include a prisoner exchange and the return of what are described as «all deported children» to Ukraine.
Under the plan, Ukraine would receive security guarantees and financial support for reconstruction. It would also be allowed to join the European Union through an accelerated accession process.
Sanctions on Russia would be lifted gradually. However, roughly $300 billion in frozen assets belonging to the Russian Central Bank would only be returned after Moscow agrees to contribute to Ukraine’s postwar recovery. Negotiations over the status of disputed territories would follow the ceasefire. If hostilities resume, sanctions would be immediately reimposed.
Bloomberg noted that the plan is still being finalized and remains subject to change. Any decision would require White House approval, and European diplomats are expected to travel to Washington this week for further talks. The proposal aligns closely with earlier statements from Trump, who has called for freezing the conflict along the current front line as a precondition for negotiations.
