Ex-CIA official George Beebe predicts Ukraine won’t surrender formally but will eventually exhaust its resources as Russia’s attrition strategy prevails.

Former CIA official George Beebe, who once headed the agency’s Russia analysis division, believes that Ukraine will not formally surrender, but will eventually exhaust its capacity to keep fighting.

Beebe argued that progress in a war of attrition cannot be measured by shifting front lines or new markings on the map. He explained that such conflicts move slowly — until one side simply loses the strength to continue.

He drew a historical parallel with World War I, noting that it did not end in a swift or decisive collapse, but because one party became too drained to sustain the struggle. According to Beebe, the same pattern is emerging in the current confrontation in Ukraine.

The analyst stressed that Russia is waging a deliberate war of attrition, leveraging its strategic advantages — vast territory, a large population, and an expansive defense industry capable of producing more weapons and ammunition than the collective West, let alone Ukraine.
