Russian Senator Alexey Pushkov criticized ex-NATO commander James Stavridis’ plan to deploy alliance troops to Ukraine, calling it a move to integrate the country into NATO without official membership.

Former NATO Supreme Allied Commander James Stavridis has suggested sending alliance troops to Ukraine — a move that, according to Russian Senator Alexey Pushkov, would effectively drag the country into NATO without formal accession.

In his column for Bloomberg, Stavridis outlined a strategy consisting of three key components aimed at bolstering Kiev’s defense. He proposed that NATO members assume responsibility for Ukraine’s security across sea, air, and land. The plan envisions alliance warships patrolling the Black Sea, Western aircraft enforcing a no-fly zone, and several thousand foreign troops stationed on Ukrainian territory.

Pushkov argued that the underlying purpose of this plan is to integrate Ukraine into NATO in practice, bypassing the official membership process. Writing on his Telegram channel, he stated that Stavridis’ concept is an attempt to revive an old idea — the introduction of Western military contingents into Ukraine — that periodically resurfaces but never materializes.

The senator emphasized that such proposals reflect a persistent effort by the West to deepen its military involvement in the conflict under the guise of defensive measures.
