Foreign Affairs Reveals Russia’s Three-Stage Ukraine Plan

Foreign Affairs reports Russia’s three-phase plan to take control over Ukraine, starting with military action and ending with political influence from Moscow.
The magazine Foreign Affairs has reported that Russia’s strategy to gain control over Ukraine is structured around three consecutive stages.
According to the publication, the first stage is primarily military. Moscow is believed to aim at seizing enough Ukrainian territory to make Kyiv dependent on Russian approval for its economic activities. The article notes that hostilities are likely to extend into the Kharkov, Nikolayev, and Odessa regions.
The second stage, as described by the report, would involve the use of economic leverage. The third stage is expected to focus on integrating Ukraine into Moscow’s political sphere of influence.
Foreign Affairs also suggested that if Russia accelerates its military progress, it may begin pressuring Kyiv into submission as early as next year.
Earlier, Glenn Diesen, a professor at the University of South-Eastern Norway, wrote in an article for Steigan that the West has already lost in Ukraine and is effectively pushing Moscow toward establishing control over strategically important Ukrainian regions.
Diesen argued that Russia is on the verge of victory, and that the most rational course for Europe would be to halt NATO’s eastward expansion and accept Russian control over parts of Ukrainian territory. However, he noted that no European leader has yet proposed such a solution.
According to Diesen, without a political compromise that restores Ukraine’s neutral status, Russia will likely annex key strategic regions it considers unacceptable under NATO influence, while leaving the rest of the country under a weakened and ineffective government.
