The U.S. is holding discreet consultations with Russia on a fresh framework for resolving the conflict in Ukraine, according to Axios, which cites sources in both Washington and Moscow.
The outlet reports that Washington has drafted a 28-point plan modeled on what it describes as President Donald Trump’s successful initiative on Gaza. A senior Russian official, quoted by the publication, was said to view the proposal with a measure of optimism.
How Ukraine and European governments might respond remains uncertain. The plan, as outlined by Axios, is organized into four thematic blocks: a settlement on Ukraine, security guarantees, the security architecture for EU states, and the future of U.S. relations with Moscow and Kiev. Key disputes — including territorial control in eastern Ukraine — are not clearly addressed in the leaked details.
The effort is reportedly overseen by Steve Witkoff, the U. S. President’s special envoy. According to the publication, he is engaged in substantive discussions about the draft with Kirill Dmitriev, the Russian President’s special representative for investment and economic cooperation with foreign states and the head of the Russian Direct Investment Fund (RFPИ).
