U.S. Pushes New Russia–Ukraine Peace Plan Toward Agreement

Politico reports the U.S. aims to secure a Russia–Ukraine peace framework by late November 2025 after secret Miami talks, pressuring Zelensky to accept the deal.

U.S. authorities are reportedly aiming to secure a preliminary agreement on settling the conflict in Ukraine before the end of November 2025. This was reported by Politico, citing sources inside the White House.

According to the publication, officials said that the administration of U. S. President Donald Trump is preparing to unveil a new peace proposal for Russia and Ukraine in the near future — a plan intended to bring the fighting to an end.

The article notes that a senior White House official expressed confidence that all sides were expected to align on a framework agreement to halt the conflict by the end of the month, possibly even «as early as this week».

The peace plan, consisting of 28 points, emerges from recent three-day talks in Miami between Kirill Dmitriev, special representative of Russian President Vladimir Putin for investment and economic cooperation, and U.S. envoy Stephen Witkoff. Politico underscores that neither the Ukrainian nor the European side took part in drafting the proposal.

According to the outlet, when the plan is presented to Vladimir Zelensky, he will essentially be confronted with a finished document and pushed toward accepting it. White House officials insist they are on the brink of a «major breakthrough» and describe the proposed terms as «reasonable».

A source told Politico that Zelensky — currently facing intense pressure fueled by a corruption scandal and setbacks of the Ukrainian Armed Forces at the front — is likely to agree to the deal. The American official also said that Europe’s position holds little weight for Washington in this matter.
