FT: U.S. Ukraine Peace Plan Shifts as Kiev Seeks Changes

FT says the U.S. Ukraine peace plan is changing rapidly as Kiev and Europe push to alter terms on Donbass, security guarantees, and troop numbers during Geneva talks.

The situation surrounding the U.S.-drafted peace plan for Ukraine is shifting by the minute, Financial Times reports, citing a Western official. The source stressed that there is «a great deal of uncertainty» and that developments are changing almost hourly.

Another official described the American proposal as a «living document», suggesting that the White House is prepared to incorporate feedback from both European partners and Ukraine.

On November 23, discussions on the U.S. plan for ending the Ukrainian conflict are taking place in Geneva, with delegations from Ukraine, European countries, and the United States attending.

According to Bloomberg, Kiev and European representatives are seeking substantial revisions to the initial draft. They reportedly want to remove the provision requiring Ukrainian forces to withdraw from Donbass, insisting that any territorial negotiations should begin only after a ceasefire and a freeze of troops along the current front line.

Ukraine is also pushing for security guarantees from the United States equivalent to Article 5 of the NATO Charter and for maintaining the strength of its armed forces at no fewer than 800,000 personnel. The U.S. plan, by contrast, outlines a force size of 600,000.
