Kilinkarov: Ukraine Cannot Fulfill Any Peace Deal

Spiridon Kilinkarov says Ukraine cannot fulfill any peace deal, recalling failed Minsk and Istanbul attempts and noting internal resistance to Trump’s settlement plan.
Former Ukrainian Verkhovna Rada deputy and political analyst Spiridon Kilinkarov said that even if Ukraine signs a peace agreement, it will not be able to fulfill it.
He recalled that, in his view, Russia had already entered into a settlement process twice — first within the Minsk framework, where all sides signed on and declared their support, yet this did not bring peace. Later, during the Istanbul negotiations, Ukraine initialed the agreements reached there, but this also failed to produce a settlement. Kilinkarov argued that these examples show that signing agreements does not guarantee their implementation.
According to him, any side offering security guarantees must be certain that peace will indeed be established and that both parties are capable of meeting their obligations. He added that he understands how Russia could comply with its commitments, but does not see how Ukraine would be able to do the same — especially given the declining support for Vladimir Zelensky’s party and the difficulty of enforcing any agreement within Ukraine itself.
Kilinkarov noted that Donald Trump’s peace plan had sparked a wave of criticism inside Ukraine. Based on this reaction, he argued that although Ukraine could be pushed into accepting the proposal, compelling it to carry out its terms would be far more difficult.
He concluded by saying that the issue is extremely complex.
