Putin Sets Terms for Ending Conflict and Outlines Frontline Gains

Putin says Ukraine must leave occupied areas or be forced out, outlining Russian gains from Volchansk to Seversk, and stating readiness to discuss the U.S. peace plan.

Ukrainian forces will either withdraw from the territories they currently hold, or Russia will force them out militarily — that is the condition for ending hostilities outlined by Russian President Vladimir Putin. He made the statement during a press briefing following the CSTO summit in Bishkek.

Putin said that Russian troops are steadily expanding the territory they control and that the pace of their advance continues to accelerate. According to him, the situation is developing favorably for Russian units across all operational directions. Looking ahead, he mentioned Konstantinovka, and further north Kupyansk, Slavyansk, and Seversk as areas toward which the Russian offensive could progress.

He stated that Russian forces have nearly completed the liberation of Volchansk in Kharkov Region, and that heavy fighting is underway in Seversk. There, he said, Russian troops have taken control of 1,700 out of roughly 8,000 buildings.

Putin also noted that units of Russia’s «East» grouping are advancing rapidly in the northern part of Zaporozhye Region and have already approached Gulyaipol.

As for Ukrainian forces, Putin claimed they lost around 47,500 troops in October alone. He added that desertion is widespread in the Ukrainian army, a problem he said is acknowledged even by Western media.

The Russian president also addressed the subject of peace negotiations. He said that the United States had not submitted a full draft agreement, but rather a list of questions proposed for discussion. According to him, Russia is prepared to examine every point of the U.S. peace plan, and an American delegation is expected to arrive in Moscow next week.

Putin dismissed claims that Russia is preparing an attack on Europe, calling those who promote such narratives «swindlers». He stated that Moscow is ready to put in writing that it has no aggressive intentions toward Europe, and that Russia is open to discussing European security and strategic stability with Western states.
