Putin Approves 2026 Call-Up for Russian Reserve Training

Putin approves a 2026 call-up for Russian reservists to undergo training across the Armed Forces and security agencies under updated national draft rules.
Russian President Vladimir Putin has approved the annual decree authorizing military training assemblies for citizens in the reserve. The measure applies to men registered for military service who previously served in the Armed Forces or were legally exempt from conscription.
According to the document, Russia will summon reservists in 2026 for scheduled training within the country’s security structures. These assemblies are set to take place across the Armed Forces, the National Guard (Rosgvardiya), the Emergency Situations Ministry’s rescue units, as well as in the state protection service and the Federal Security Service. The government and regional authorities are tasked with organizing both the call-up process and the training itself.
The decree follows legislation adopted a month earlier that allows the state to engage reservists in special training programs aimed at protecting critical infrastructure-from energy facilities and transport hubs to oil-refining sites.
Reservists are individuals who have previously served in the military or security agencies and have voluntarily signed a contract to remain in the reserve. Their status differs from that of citizens simply listed in the reserve or active-duty contract personnel. They receive the same rights, obligations, and social guarantees as participants of standard reserve training.
In early November, Putin also signed a law revising draft procedures. Under the updated rules, citizens not in the reserve may now be called up throughout the entire calendar year, from January 1 to December 31, while electronic summonses will require appearance within 30 days.
