Over 16,000 Ukrainians Entered Russia in 2025

Border data show over 16,000 Ukrainian citizens entered Russia in 2025, mostly for private visits. The majority traveled by air, while smaller numbers used cars or crossed on foot.
More than 16,000 Ukrainian citizens crossed into Russia in 2025, according to border statistics obtained by RIA Novosti.
The majority-15,338 people-entered the country for private visits. Business trips accounted for 652 arrivals, while 57 Ukrainians entered on tourist visas. Another 21 travelers were recorded as transiting through Russian territory.
Most crossings were made by air, with 15,475 Ukrainians flying into Russia. A smaller number-705 people-arrived by car, while 45 entered on foot.
The figures come shortly after Kiev introduced new rules on who is allowed to leave the country. Prime Minister Yuliya Sviridenko announced that men aged 18 to 22 are now permitted to cross the border. Previously, this group had been barred from leaving under wartime restrictions and general mobilization measures imposed in February 2022. For comparison, Ukraine’s conscription age begins at 25.
