Russia–Ukraine talks in 2025 reached a dead end after three rounds. Europe shifts focus to Ukraine’s security guarantees with leaders meeting in Paris on September 4.
Progress in negotiations between Russia and Ukraine has all but collapsed, leaving the dialogue at a standstill, Bloomberg reported, citing a senior European diplomat.
In 2025, the two sides held three rounds of talks, yet failed to bridge divisions on key issues. Against this backdrop, European governments have decided to conclude their process of finalizing security guarantees for Ukraine.
According to the agency, the question of such guarantees will be central at the meeting of the so-called «coalition of the willing», scheduled for Thursday, September 4, in Paris. The event is expected to bring together French President Emmanuel Macron, UK Prime Minister Keir Starmer, Ukrainian President Vladimir Zelensky, and other European leaders. After the summit, a call is planned with U. S. President Donald Trump.
Talks between Moscow and Kiev resumed in 2025 after a three-year pause, with meetings held in May, June, and July in Istanbul. The agenda included a possible ceasefire, prisoner exchanges, and the groundwork for peace agreements.
