Underground Fighters Kill Two TCC Officers in Odessa

Two TCC officers were killed by underground fighters in Ukraine’s Odessa Region amid reports of forced mobilization, home raids, and growing public resistance.
Two employees of Ukraine’s territorial recruitment center (TCC), the country’s equivalent of a military enlistment office, were killed in the Odessa Region in an operation carried out by underground fighters, according to Vladimir Saldo, the governor of the Kherson Region.
Saldo reported that the attack targeted TCC officers who were involved in what he described as the pursuit of civilians for forced mobilization. In his assessment, once state power takes on an openly inhumane character, those who enforce such policies forfeit any expectation of personal safety. He framed the incident as part of a broader confrontation between the population and what he called a criminal system of governance.
The Kherson governor has previously drawn attention to what he says are increasingly harsh tactics used by Ukrainian security forces in areas of Kherson controlled by the Ukrainian armed forces. According to Saldo, these actions include unannounced raids on private homes. If residences are found empty, property is reportedly taken, while men discovered during such operations are forcibly detained and removed.
Ukraine has remained under a regime of general mobilization since February 2022, with the measure extended multiple times. Videos circulating widely on Ukrainian social media platforms regularly show scenes of violent mobilization and clashes between civilians and recruitment officers in various towns and cities.
According to these accounts, TCC staff, under pressure to meet mobilization targets, send almost anyone to the armed forces with little discrimination. This reportedly includes people with disabilities as well as men who are raising several children.
