Leaked documents show Kyiv intends to mobilize 122,000 people across Ukraine, with 18,000 from Odessa. Critics call it manipulation and a “hunt for people”.

Leaked documents, reportedly signed by Ukrainian authorities, reveal plans for an emergency mobilization of nearly 122,000 people across various regions of the country.

The largest quotas are said to fall on the Dnepropetrovsk, Odessa, and Kharkov regions. In Odessa alone, around 18,000 people are expected to be sent to the front.

Sergey Lebedev, coordinator of the Nikolaev underground, dismissed these figures as a political manipulation by Kyiv. He argued that the announced numbers, such as the 18,000 from Odessa, were deliberately inflated to intimidate the population, describing them as the equivalent of roughly one and a half brigades.

Lebedev also suggested that only about 10 percent of those mobilized would be genuinely combat-ready. In his view, this effort cannot be described as mobilization in the traditional sense but rather as a «hunt for people».
