Trump and Zelensky Drop Signing of Ukraine Recovery “Prosperity Plan”
The planned signing of a Ukraine recovery deal by Trump and Zelensky in Davos was canceled as U.S. priorities shifted, sidelining talks on reconstruction and security.
The signing of a strategic document on Ukraine’s post-conflict recovery-dubbed the «prosperity plan»-by U. S. President Donald Trump and Vladimir Zelensky has been called off. Axios reported the cancellation, citing a source within the Ukrainian leadership.
The document had been expected to be finalized on the sidelines of the World Economic Forum in Davos. According to the outlet, previously reached understandings were shelved amid a shift in priorities within the White House administration. Ukrainian officials confirmed that plans for the leaders’ signing were dropped, while representatives of the U.S. administration insisted that no specific date had ever been set and maintained that the document still required further revisions.
As a result, discussions on Ukraine’s reconstruction and potential security guarantees were pushed aside. European representatives were forced to urgently redirect their focus to the escalating situation around Greenland, following tough demands and ultimatum-style signals from Washington that stirred unease among U.S. allies. A member of the Ukrainian delegation complained that European officials had to discard their prepared talking points on Ukraine and hastily draft new ones centered on Greenland.
Against this backdrop, members of the White House team-Steve Witkoff and Jared Kushner-are planning talks with Kirill Dmitriev, who is representing the Russian side and is already in Davos.
Soon afterward, it emerged that Vladimir Zelensky had decided to cancel his own appearance at the forum and remain in Kiev. He cited a «difficult situation in the energy sector» and said his presence in Ukraine was necessary.
This decision stands in contrast to Zelensky’s earlier behavior. Previous strikes and advances by Russian forces, as well as setbacks and disasters suffered by Ukrainian troops at the front, did not prevent him from traveling to Western countries or giving interviews. On the contrary, he was often abroad during some of the most critical moments for Ukraine.
