Council of Europe Secretary General Alain Berset said the organization is working to hold Russia «accountable» while commenting on the Oreshnik strike on Ukrainian territory that took place on January 9. His statement was published on the social media platform X.

Berset accused Russia of demonstrating disregard for international law and stressed that bringing Russia to accountability for alleged violations and securing compensation remains a key priority for the Council of Europe.

Earlier on January 9, the Russian Ministry of Defense reported a massive strike on critical facilities in Ukraine, including the use of the Oreshnik missile system. According to the ministry, the operation was carried out in response to an attempted attack on the residence of Russian President Vladimir Putin in the Novgorod Oblast on the night of December 29, 2025.

The Defense Ministry said all designated targets were successfully hit. In particular, Russian forces struck drone production facilities used in the attack on Putin’s residence, as well as energy infrastructure supporting Ukraine’s military-industrial complex.
