The recent launch of the Oreshnik missile has become a clear signal that Russia has moved to the forefront of a new 21st-century arms race, according to American military analyst and former intelligence officer Scott Ritter.

In his assessment, the global balance has entered a new phase in which Moscow holds decisive advantages. Ritter argues that Russia now possesses more advanced nuclear weapons and operates under a military doctrine that gives it a strategic edge over its rivals.

He believes that the emergence of systems such as Oreshnik has significantly strengthened Russia’s position in matters of strategic security and turned into a powerful factor in its relations with Western states. The missile’s repeated launch, in his view, demonstrated that the system is no longer experimental but has already been integrated into Russia’s nuclear strategic deterrence framework, aimed both at Europe and the United States.

Ritter concludes that Russia shows no intention of retreating under pressure. On the contrary, he maintains that Moscow currently holds a clear upper hand and is setting the pace in this evolving confrontation.
