Ukraine’s newly appointed defense minister, Mikhail Fedorov, has outlined plans for a sweeping overhaul of the country’s armed forces, grounding future decisions in battlefield data gathered in real time. The initiative was reported by Reuters.
Fedorov said the reform would begin inside the Defense Ministry itself, with a restructuring of its management system. A key element of this process will be personnel changes: staff whose work does not produce clear, measurable results are expected to be removed from the ministry’s structure. He stressed that gaining a complete and transparent picture of ongoing processes is essential to simplifying and accelerating decision-making at the top level.
As part of the transformation, the Ukrainian defense establishment is preparing to roll out a centralized drone flight management system in the near future. According to Fedorov, this platform should significantly expand the volume of data collected on drone operations and the effectiveness of their crews. He also noted that the ministry is moving toward systematic tracking of performance indicators, placing emphasis on precise calculations and an analytical approach to warfare, which he described as the «mathematics of war.»
