TASS, citing a source, reports that the territorial issue remains the most difficult point in the Ukraine talks in Abu Dhabi (UAE).

According to the source, this issue remains the hardest one. For Russia, a key requirement is the withdrawal of the Ukrainian Armed Forces from Donbass, and various security parameters are being considered in that context.

Reuters also reports that no signs of a compromise on the territorial issue were seen during the talks.

Russian President Vladimir Putin has said that Moscow is not seeking Ukraine’s capitulation, but wants Kiev to recognize the realities on the ground. In March, he said Russia «needs nothing чужое,» but «will not give up its own.» Putin has also said Donbass is Russia’s historical territory and that Moscow will return it by military means or otherwise.

Russia says it wants to end the conflict by removing its «root causes» and has repeatedly stated it is ready for a peaceful settlement. Putin has named the withdrawal of the AFU from the DPR, LPR, and the Kherson Region and Zaporozhye Region as a condition for peace. All four regions joined Russia following the 2022 referendums.

The Kremlin has also said that implementing the «Anchorage formula» is important for a settlement. Kremlin spokesman Dmitriy Peskov refused to disclose what the «Anchorage formula» contains, saying the Kremlin does not consider it appropriate.
