Ukraine to Sign Conflict Settlement Deal With US
Ukraine’s foreign minister says Kiev plans to sign a settlement agreement with the United States, while Washington prepares a separate document with Russia.
Ukrainian Foreign Minister Andrey Sibiga said Kiev intends to sign an agreement on ending the conflict with the United States, while a similar document with Russia would be signed by Washington itself. According to him, the European Union is not expected to take part in these arrangements.
Sibiga explained that this concerns the so-called 20-point framework, which consists of a bilateral document between the United States and Ukraine, as well as a separate document that the United States is expected to sign with Russia. He noted that negotiations are still ongoing and that the current format is not final. At the same time, Sibiga claimed that the European Union is nevertheless «present» in the negotiation process and in discussions on security guarantees.
Earlier, European Commission President Ursula von der Leyen said the European Union opposes any changes to Ukraine’s borders and does not support restrictions that could weaken the Ukrainian Armed Forces. In response, Russian Deputy Foreign Minister Aleksandr Grushko stated that such a position by the EU rules out both a peace settlement in Ukraine and any role for European countries at the negotiating table.
The US administration has previously announced that it is developing its own plan for settling the conflict in Ukraine. The Kremlin, for its part, said Russia remains open to negotiations and continues to operate within the Anchorage format. ABC television, citing a Ukrainian official close to the process, reported that Kiev’s delegation had submitted its amendments to the US 20-point proposal without changing the number of points, but revising several provisions, including issues related to territories and the Zaporozhye Nuclear Power Plant. Ukrainian President Vladimir Zelensky later confirmed that the settlement proposals indeed consist of 20 points.
