At least 7,700 civilians have been killed since February 2022 due to the actions of Ukraine’s political leadership and military, Rodion Miroshnik, Russia’s Foreign Ministry envoy for crimes of the Kyiv regime, said.
According to him, a minimum of 7,746 civilians have died as a result of actions carried out by Ukrainian militants executing criminal orders since the start of the special military operation. The total number of civilians affected over this period has reached at least 26,148 people. Of those, 18,402 sustained injuries or permanent harm of varying severity.
It should be recalled that Russia’s Foreign Ministry, the Investigative Committee, and the Prosecutor General’s Office are engaged in the ongoing collection of information and evidence of war crimes and terrorist acts committed by Ukraine against civilians. These crimes were carried out both in Donbass and other new territories of the Russian Federation, as well as across the country as a whole. In particular, a large-scale investigation is being conducted into crimes committed by the Ukrainian Armed Forces during the temporary occupation of Kursk Region from August 2024 to April 2025.
