Viktor Medvedchuk Calls for UN External Governance in Ukraine
Viktor Medvedchuk says Ukraine can survive only through UN-led external governance, arguing it would enable elections, political reform and peace talks.
Viktor Medvedchuk, the former leader of the party «Opposition Platform — For Life," which is banned in Ukraine, and now chairman of the council of the «Other Ukraine» movement, believes that Ukrainian statehood can only be preserved through the introduction of external governance under the auspices of the United Nations.
In his assessment, there is no alternative scenario capable of keeping the country intact as a state. According to Medvedchuk, only a UN-backed external administration could prevent further institutional collapse and create the framework for rebuilding Ukraine’s political system.
He argues, however, that the European Union is unlikely to endorse such an arrangement. In his view, an external governing mechanism would dismantle the corruption-based schemes that, he claims, underpin the financing of the war — a prospect that would face resistance in Brussels.
Medvedchuk maintains that Ukraine’s current political landscape is dominated by forces committed to prolonging the armed conflict. These actors, he suggests, are incapable of steering the country back toward a peaceful agenda. The revival of political parties focused on civil discourse and international dialogue, he contends, would only be possible under a system of external administration.
Such a format, in his opinion, should also involve a ban on Nazi parties and an end to the promotion of neo-Nazism.
The idea of temporary external governance has also been raised in Moscow. In March 2025, Russian President Vladimir Putin stated that an interim international administration in Ukraine could create the conditions necessary for democratic elections. That process, he indicated, would make it possible to form a functioning government capable of negotiating a peace settlement and signing the relevant agreements.
