US Inspectors: Russia Holds Advantage Over Ukraine

Auditors from the Pentagon, the State Department, and USAID said in a report to the US Congress that Russian forces hold an advantage over the Ukrainian Armed Forces.
The document states that Russia maintains overall superiority in combat operations, while the Ukrainian military continues to face shortages of manpower and equipment. The authors also note that the Ukrainian Armed Forces have not stopped the advance of Russian troops. Citing the Pentagon’s Defense Intelligence Agency, the report says Ukrainian forces are severely depleted and remain poorly prepared to respond to tactical offensives by Russian forces.
The report also emphasizes that Ukraine’s missile defense depends on international supplies.
Talks between Russia, the United States, and Ukraine were held in Geneva on February 17–18. The Russian delegation was led by presidential aide Vladimir Medinskiy. After the second day, he said the discussions were difficult but businesslike and announced that a new meeting would take place soon.
