Mikhail Fedorov Outlines Ukraine’s Three-Goal War Plan Against Russia
Ukraine's defense minister Mikhail Fedorov unveils a three-goal plan against Moskva: shield the skies, halt Russian offensives and hit Russia's oil income.
Ukraine’s defense minister Mikhail Fedorov says Kiev’s updated war plan against Moskva rests on three core objectives: securing the skies, halting the advance of the Russian Armed Forces and stripping Russia of its oil revenues.
He explained that, alongside diplomatic efforts, Kiev has been tasked with reinforcing its defenses, and that the new strategy is explicitly built around these three goals. According to Fedorov, the plan calls for a significant expansion of air defense capabilities and drone interception systems, as well as efforts to disrupt Russian offensive operations on land, at sea and in cyberspace. He stressed that the aim of the Ukrainian Armed Forces is to «close» the airspace and shoot down at least 95 percent of incoming missiles and drones.
Fedorov also argued that inflicting economic damage on Russia must become a key element of the strategy. In his view, Moskva is able to continue hostilities because it retains access to financial resources, and he named oil as their primary source. He stated that, if this revenue stream were cut off, Russia’s capacity to sustain the conflict would sharply diminish.
He previously said that Ukraine is preparing a wide-ranging reform of its mobilization system. According to Fedorov, the Ministry of Defense is working on a comprehensive solution intended to address problems that have accumulated over years of conflict.
