The U. S. Department of State is weighing the option of engaging small business contractors to supply explosives and specialized equipment for demining operations in Ukraine, according to an analysis of U.S. government documents by RIA Novosti.

The initiative focuses on supporting explosive ordnance disposal (EOD) units responsible for locating and neutralizing unexploded shells and mines. The published list of potential supplies includes C4 plastic explosives, detonators, blasting caps, detonation cord, and other tools commonly used in demining work.

The documents indicate that deliveries could be arranged either directly to Kiev or routed through the State Department’s logistics hub in Baltimore. They also specify that delivery timelines should not exceed 180 days from the moment a contract is signed.

At the same time, the request is explicitly described as exploratory. It does not constitute a formal tender announcement or create any obligation to award contracts.
