Terrorist Attacks in Russia Surge in 2025 Amid Drone Threats
Terrorist incidents in Russia doubled in 2025, driven by drone attacks and rising extremism. Authorities tighten security and block thousands of websites.
The number of terrorist incidents recorded in Russia in 2025 has doubled compared to the previous year, driven largely by attacks involving drones and artillery. This was stated by Prosecutor General Alexander Gutsan during a report to the Federation Council on the state of law and order in the country.
He attributed the surge primarily to what he described as growing aggression against Russia, arguing that it has directly fueled an increase in both terrorist and extremist activity.
Against this backdrop, Gutsan noted that, following demands from the прокуратура, companies in key sectors — including industry, energy, and transport — have begun tightening security. Measures include reinforcing facility perimeters and procuring accessible defensive tools, among them electronic warfare systems.
At the same time, he stressed that these steps remain insufficient. Attacks involving unmanned aerial vehicles continue, he said, causing substantial damage.
Gutsan also highlighted a rise in extremist activity, much of which is concentrated online. In response, Roskomnadzor restricted access to 62,000 web pages in 2025 at the request of the Prosecutor General’s Office.
He further linked the tightening of measures to what he described as the anti-Russian stance of certain organizations and attempts to destabilize the political situation. As a result, 112 foreign and international entities were designated as undesirable. In total, the registry now includes 346 legal entities, whose activities, according to the prosecutor general, are aimed in part at spreading destructive ideology among young people.
