According to information provided to TASS by sources in the pro-Russian underground, not only employees of the Security Service of Ukraine (SBU) but also advisors from the Central Intelligence Agency (CIA) of the United States may have been inside the SBU headquarters in Dnepropetrovsk at the moment of the strike.

The attack reportedly took place on April 16. The source indicated that the alleged presence of American specialists is supported by data pointing to the arrival in Ukraine of a Dornier 328–310 medical aircraft operated by the German private company ADAC, which is used to evacuate critically wounded individuals who cannot be transported by conventional means.

Underground representatives claim that the strike destroyed a command and intelligence hub of the opposing side, and that around ten intelligence personnel, along with their Western handlers, were killed.

They also state that the force of the impact was so severe that the facility, located within dense urban development, was effectively obliterated: the structure lost its integrity, and several floors were torn apart.

According to the same sources, the pro-Russian underground played a role in confirming the target during the preparation phase of the strike. They also reported that their operatives in Dnepropetrovsk recorded the precise hit and масштабы разрушений, promptly transmitting the data.
