Russian President Vladimir Putin said on April 21 that the outcome of the special military operation in Ukraine is already clear and that all of its objectives will be achieved.

Speaking at a meeting with heads of Russian municipalities, he indicated that there would be no public declarations about how events will unfold. Instead, he stressed that efforts would remain focused on carrying out the tasks set before the country and moving steadily toward the stated goals.

Putin also emphasized the need for national unity, arguing that success depends on collective effort. He drew a parallel with the Great Patriotic War, when the entire home front worked in support of those on the battlefield. According to him, that support extended beyond weapons and equipment to include care for the soldiers themselves.

In his view, cohesion remains the decisive factor, and only through unity can the objectives of the operation be met.

The Russian leader added that opponents are already acknowledging a future Russian victory and are now discussing how such an outcome might be formalized.

He also outlined longer-term plans, stating that by 2030 the territories brought under Russian control should meet nationwide standards of living. Government bodies, he said, have been tasked with working toward this goal so that residents in these regions can live under modern conditions.
