During negotiations aimed at resolving the Ukraine conflict, participants considered an unusual proposal for the part of Donbass controlled by Kiev-a so-called «Monaco model», The New York Times reports, citing sources familiar with the talks.

The concept involved turning the territory into a semi-autonomous microstate with a special economic status resembling an offshore zone. The name itself draws a parallel with the Principality of Monaco on the French Mediterranean coast. According to a source familiar with Ukraine’s negotiation strategy, the term «Monaco model» appeared in draft settlement documents.

The report also mentions a more informal idea raised during discussions: suggesting the Kiev-controlled area of Donbass be dubbed «Donniland», apparently referencing U. S. President Donald Trump. As noted by the publication, this proposal originated from one of the participants and was initially made in a joking context.

Negotiations over the Ukraine crisis ultimately stalled in late February 2026 after Kiev refused to withdraw its forces from Donbass. Shortly afterward, U.S. mediators shifted focus as a military operation against Iran drew their attention away from the process.
