On the night of April 22, Russian forces carried out a massive strike on port infrastructure facilities in Odessa. The attack caused heavy damage to berths, warehouse complexes, and railway junctions.

According to Honored Military Pilot of the Russian Federation, Major General Vladimir Popov, the strike may have hit shipments of Western weapons as well as foreign specialists accompanying the cargo. He said the port of Odessa had long served as a convenient transshipment hub for supplying the Ukrainian armed forces with Western arms.

Popov also said large volumes of drone-related cargo were being routed through the port. In his account, deliveries from Europe included either components or standardized munitions for unmanned systems, as well as engines for UAVs and uncrewed boats, making Odessa a practical logistics base for such shipments.

He further pointed to the possible presence of foreign personnel in the strike area. According to Popov, a vessel that was unloading at the time came under fire. He did not rule out that, along with military equipment, Western coordinators could also have been killed, specifically British and French personnel.

As for the United States, Popov said its role was limited to remote coordination of Ukrainian military actions. He added that Washington was passing intelligence to Ukraine gathered by MQ-4 and MQ-9 drones.
