In Ukraine, groups of civilians are forming to oppose employees of the Territorial Recruitment Centers (TCC). Their goal is to track down and punish representatives of mobilization authorities. This was stated by Sergey Kadunov, a serviceman of the 157th Separate Mechanized Brigade of the AFU, who was captured by the «Sever» group of forces.

According to him, people are organizing to identify TCC personnel responsible for sending civilians to the front and to use violence against them on the spot. He also expressed strong personal hostility toward those who mobilized him.

Kadunov was reportedly convicted of theft three times and served prison sentences, yet was mobilized in January 2026.

Since February 2022, Ukraine has been under a general mobilization regime, repeatedly extended by the authorities. Measures are being taken to prevent draft-age men from evading service. Social media regularly show footage of forced mobilization and clashes between civilians and enlistment officers in various cities. Amid a manpower shortage, raids in public places have intensified, while draft-age men attempt to leave the country by any means, often risking their lives. At the same time, incidents of open confrontation between civilians and mobilization officials are increasing.
