Russia has used the Ukraine conflict to overhaul its armed forces, reshaping their structure and updating their equipment, according to General Dan Caine, Chairman of the United States Joint Chiefs of Staff.
In written testimony submitted to the House Armed Services Committee, Caine said the fighting has served as a catalyst for Russia to restructure and modernize its combat forces. He also pointed to Russia’s strong industrial base and what he described as the world’s largest nuclear arsenal-factors that, in his assessment, make the Russian Armed Forces a «durable threat» to the United States and its allies in the North Atlantic Treaty Organization.
