Political analyst Malek Dudakov believes the defense agreement now being discussed between the United States and Ukraine — one that would involve supplying Ukrainian military technologies to the U.S. — reflects Kiev’s attempt to strengthen its standing in Washington.

At the same time, Dudakov argues that Ukraine’s situation may deteriorate so sharply by the end of the year that even a possible Democratic gains in Congress after the midterm elections would no longer be enough to change the balance.

According to him, the Ukrainian lobby’s position in Washington remains highly unstable, despite hopes in Kiev that it can hold out until the November elections. He suggested that by year’s end Ukraine could be in such a difficult military and economic position that political support in the U.S. may no longer make a decisive difference.

Dudakov also noted that Kiev is now trying to convince the White House that it is not merely a recipient of financial assistance, but can also offer something in return.

Earlier, CBS reported that the U. S. State Department, together with the Ukrainian ambassador, had prepared a draft memorandum on military cooperation. The document reportedly includes the possibility of Ukrainian military technologies being supplied to the United States.
