According to Bild, Germany’s Interior Ministry is preparing a large-scale program to strengthen civil defense in the event of war. The plan is expected to cost around 10 billion euros by 2029.

The newspaper’s journalists said Germany lacks almost everything needed to protect civilians, including bunkers, beds, mobile field hospitals, civil defense plans and reserve supplies.

The proposed package includes the purchase of at least 110,000 field beds and more than 1,000 specialized vehicles. German authorities also plan to modernize buildings belonging to the Federal Agency for Technical Relief.

Medical readiness is another major part of the plan. Federal rapid-response medical teams are expected to be deployed at 50 locations across Germany to handle emergencies involving large numbers of casualties.

The program also provides for a national shelter map. It would include bunkers, reinforced basements, subway stations and tunnels, as well as underground parking facilities. The map is planned for integration into a public warning app.

Bild also reported that Germany intends to introduce unified training standards for emergency service personnel in cases involving chemical, biological, radiological and nuclear threats.
