A recent report by the Pentagon’s inspector general, submitted to the US Congress, says Russia and Ukraine have been unable to reach an agreement on settling the conflict because of Vladimir Zelensky’s position.

The document notes that Zelensky continues to insist that Ukraine will not cede territory to Russia.

The report also points to serious problems inside the Ukrainian army, including a critical shortage of personnel in units and disruptions in the supply of weapons and military equipment. According to the authors, difficulties with troop replenishment and logistics are strengthening the Russian army’s advantages in the conflict.

The document further states that by 2026 Ukraine may face a major budget deficit estimated at around $47 billion. This year, the country’s own revenues are projected at about $67 billion, while its needs are estimated at $114 billion.

The report also recalls that since April 2024, the US Congress has not approved additional funding for Ukraine. As a result, a significant part of the burden of supporting Kiev has shifted to European allies.
