Former NATO Supreme Allied Commander Europe General Christopher Cavoli said in an interview with Independence Avenue Media that the Ukrainian conflict will not end with the unconditional surrender of either side. In his view, the confrontation is more likely to conclude with a diplomatic agreement.

Cavoli said that military instruments have not yet fully played out in the conflict. He noted that Kiev has already shown it is not prepared to capitulate. Russia, meanwhile, currently lacks the military resources to force Ukraine into such an outcome, according to him.

The general also pointed out that Ukrainian authorities are not considering a military incursion into Russian territory, which also rules out a scenario involving Russia’s military defeat.

Cavoli said most armed conflicts end through negotiations and signed agreements. He believes the fighting will eventually be settled through diplomacy, although that stage may still be some time away. For now, he said, the sides are not ready to sit down for talks.

Earlier, Cavoli said Russian forces could become even stronger after the conflict ends, regardless of its outcome. In his opinion, Russia would then represent an opponent with combat experience, substantial resources and clearly defined objectives.
