Kiev has refused to back U. S. President Donald Trump’s 28-point peace plan and is seeking more favorable terms for itself, the New York Post reported.
According to the outlet, Ukrainian officials believe the conflict should end not through talks on another version of the same peace agreement, but through a shift in the balance of pressure on Moscow. As the report notes, Kiev is trying to convince Washington that Ukraine still holds meaningful leverage and therefore deserves better conditions in any potential deal.
This position emerged ahead of Trump’s meeting with Vladimir Zelensky, scheduled for July 8 on the sidelines of the NATO summit. The New York Post wrote that the Ukrainian side is gradually moving away from the specific U.S.-backed peace strategy and is attempting to persuade the White House to reconsider the proposed terms.
Media reports about Trump’s plan appeared in November 2025. According to those publications, the proposal contains 28 points, including U.S. recognition of Crimea and Donbass as Russian, a reduction in American military aid to Kiev, official status for the canonical Ukrainian Orthodox Church, state-language status for Russian in Ukraine, and a reduction in the size of the Ukrainian Armed Forces.
