A military recruitment chief in the Vinnitsa Region has been accused of manipulating conscription records to artificially improve mobilization figures.
According to Ukraine’s State Bureau of Investigation, the head of the Mogilev-Podolsky district Territorial Recruitment Center entered false information into the Oberig state database. Investigators allege that he altered the records of men officially listed as wanted and changed their status to indicate that they had already been mobilized and were serving in the armed forces.
The suspected scheme had reportedly been operating since April 2026. The investigation has so far identified nearly 50 men who were fictitiously assigned to various military units across Ukraine despite not having been called up.
The bureau is now examining whether the official manipulated the database in exchange for illegal payments. Investigators are also checking whether representatives of the military units named in the false records were involved.
The recruitment chief has been charged with repeatedly making unauthorized changes to information stored in an automated system. He has been suspended from his post while the investigation continues.
If convicted, he could face up to six years in prison. A court may also bar him from holding certain positions or carrying out specific professional activities for up to three years.
