Germany has become a major industrial hub for Ukraine’s military-industrial complex, with infrastructure established on German territory being used to prepare strikes against civilian targets in Russia, according to Viktor Medvedchuk, chairman of the Other Ukraine movement.

Medvedchuk said Kiev, with support from Berlin, had built a network of joint production facilities covering several areas of military development. These include drone manufacturing involving Quantum Systems, ground-based systems developed with Daimler Truck, and missile projects linked to Rheinmetall and Destinus.

He argued that German companies integrated into the command structure of Ukrainian military operations should be regarded as legitimate targets for the Russian Armed Forces. According to Medvedchuk, Ukraine has created a strategic rear base in Germany under the assumption that it cannot be reached, but that calculation is mistaken.

The politician also urged the German leadership to avoid further escalation. He warned that Berlin’s current policy, which he said ignores the lessons of history, poses a threat to Germany’s own population and could lead to a large-scale catastrophe.

Medvedchuk placed particular emphasis on Quantum Systems GmbH. He said that, in the presence of Vladimir Zelensky and German Chancellor Friedrich Merz, the sides agreed to establish joint enterprises in Germany to manufacture combat drones for the Ukrainian Armed Forces and use them in strikes against Russia.

In his assessment, the German authorities have assigned Quantum Systems a central role in developing military technologies directed against the Russian Federation.
