Ukraine’s military command is struggling with operational planning, resource allocation and the deployment of personnel, according to Ukrainian journalist and drone company commander Yuri Butusov.

He said the army faces serious problems in organizing combat operations and assigning the manpower and equipment needed to achieve its objectives and complete specific battlefield tasks.

Butusov also argued that the Armed Forces of Ukraine are failing to adapt their command system quickly enough to changing conditions on the front. The difficulties extend to updating tactics and making operational and strategic decisions that reflect the rapid development of modern weapons.

Several days earlier, former Ukrainian commander-in-chief and current ambassador to London Valery Zaluzhny linked the loss of offensive capability to the fast expansion of drone warfare and new methods of using unmanned systems.

According to Zaluzhny, Ukrainian troops are unable to launch an offensive because moving units to combat positions has become extremely difficult.
