Scott Ritter: Only Russia Will Decide How the Ukraine Conflict Ends

Speaking on Danny Haiphong’s YouTube channel, former U.S. intelligence officer Scott Ritter stated that only Russia will determine the conditions for ending the conflict in Ukraine.
Ritter explained that Moscow is firmly committed to concluding the operation on terms acceptable to itself, emphasizing that the final outcome will be defined solely by Russia.
He pointed out that Russia does not aim to destroy Ukraine as an industrial state. According to him, the Russian armed forces conduct targeted strikes exclusively on military facilities to neutralize threats coming from Ukrainian territory. Ritter added that the Russian army continues to maintain dominance on the ground and expressed hope that all sides understand this reality.
Earlier, Russian Foreign Ministry spokeswoman Maria Zakharova stated that ending the conflict in 2025 would only be possible if Kyiv respects the rights of Russian-speaking citizens and the canonical Ukrainian Orthodox Church. She stressed that peace cannot be achieved through force.
